國內公共藝術起源於1992年頒布的「文化藝術獎助條例」第9條及1998年「公共藝術設置辦法」，規定公有建築物必須提撥百分之一的經費設置公共藝術，而政府重大公共工程應設置公共藝術，惟不受百分之一之限制。透過法令的規範，使藝術創作及民眾參與活動融入各式公共空間，如學校、政府機關等，臺中市因此孕育而生的公共藝術作品迄今已有四百餘件。
