Abstract	"計畫執行期程自簽約日107年1月19日起至107年12月31日止，目前工作量完成度已達100.0%。本階段完成之主要目標有(1)推廣低污染交通工具，讓民眾認識低污染車輛；(2)整合行政資源，加速推動公務機關使用電動車輛及充電設施之健全環境。具體相關執行成果如下：目前已完成工作項目包含國內外推動低污染交通運具、建置綠能交通環境現況調查1式。巡查臺中市電動汽車充電站124處次(含複查53處次)及電動二輪車充電站325處次(含複查152處次)，巡查結果已彙整。另辦理電動車輛充電設施設置補助計畫申請說明會議3場次。完成電動車輛充電設施設置補助計畫申請案件審核及核銷作業18件。臺中市既設電動汽車充電站評估及檢討工作1式。製作臺中市電動車輛充電站統一識別標誌牌150面。掛設臺中市電動車輛充電站統一識別標誌牌107站。臺中ㄅㄨㄅㄨ網頁青白煙系統擴充功能。辦理低污染車輛嘉年華活動1場次。辦理低污染車輛推廣宣傳活動15場次。於平面媒體刊登5則廣告，網路媒體刊登4則廣告，另製作8則廣播廣告，託播9則廣播廣告，刊播廣播廣告2,741檔次，口播廣告265檔次。辦理低污染車輛觀摩及環境教育參訪1場次。完成花博週邊停車熄火宣導作業1.010輛次。媒合區公所設置電動機車電池交換站會勘及研商會議3場次。辦理臺中市南區低碳交通推動研商會議1場次。舉辦大雅區公所電池交換站啟用記者會1場次。另辦理臺中市南區低碳交通推動進度追蹤會議1場次。二行程機車汰舊、換購、新購低污染車輛補助案件10,170件。"

The inspection of the result has been report. The conference of EV charge station application has been hold in 3 times. 18 applications of EV charge stations have accepted. The evaluation and review of current electric car charge stations in Taichung city. 150 uniform signs of Taichung EV charge station have made. 107 uniform signs of Taichung EV charge station have hung up. The reservation system of old scooter inspection has added on the web site. An expo of low pollution vehicles promotes. 15 sessions of low-pollution promotion has held. Five advertisements have published on the print media. Four advertisement has published on the internet media.8 broadcast ads have made.9 ads have been broadcast. Broadcast ads have repeated 2,741 times. Oral broadcast ads have repeated 265 times. The observation and learning activity of low pollution vehicles. 1,010 times of idling stop propagandas around flora expo. The site meetings and the discussion of setting electric motorbike battery exchange station at district office in 3 times. The low-carbon transport at south district in Taichung discussion has been holding 1 time.One electric motorbike battery exchange station set in Daya district office press conference has held. chi_title	"107-108年度執行機關加強推動資源回收工作計畫"
Chi_Subject	"本計畫為協助環保署加強全國資源回收工作績效，以及研擬、推動資源回收相關政策，整體執行結果包括：（一）蒐集美國、瑞士、中國近年推動資源回收相關資訊，如（１）瑞士政府訂立環保目標、業者在生產之始即將珍惜資源與注重環境保育等價值列入考量，以回收重複使用為其生產製程之最高原則；（２）中國杭州市垃圾袋實戶制：廚房垃圾袋上印有各戶門牌號對應條形碼、二維碼，便於社區工作者追溯廚房垃圾袋來源；（３）美國的容器押金法：要求任何銷售點在販售一次性容器時皆須向消費者收取額外金額，當民眾將容器交至授權的兌換中心或零售商回收時，額外收取之金額將部分或全額退還，在俄勒岡州若連續2年容器的回收率在８０％以下，容器贖回金額從5美分提高至10美分；（４）中國上海市結合物聯網及智能監控功能的垃圾箱：智能垃圾箱房門禁系統這個系統集合了身份識別、信息屏幕、端口掃描、監控攝像、移動網絡等多項功能，並可使用綠色帳戶卡進行身份識別；（５）瑞士巴塞爾省要求家戶實施資源回收細分類及分日回收政策。例如每隔１-２個月回收金屬，回收前已email通知，資源回收站只回收玻璃（分透明、棕色、綠色）、錫、鋁及電池，不接受PET瓶的回收（PET瓶只在商店進行回收）等。（二）蒐集、實地觀察及訪談縣市辦理１,０００人以上活動、各級學校及夜市設置資源回收設施相關規定，各縣市除學校外，大型活動及夜市針對資源回收分類收集設施多未加以規範，因而訂定「大型活動」、「學校」、「夜市」等3種類型之資源回收作業準則提供予各縣市參考，使縣市環保機關可依據地方特色或相關法規進行調整。（三）透過實地輔導作業，發現縣市及鄉鎮市區有（１）未確實掌握、釐清四大體系資源回收量且有重複計算情況、（２）清潔隊員沿線收運垃圾過程中未勸導或制止民眾垃圾分類不落實的行為、（３）一般事業廢棄物、農業廢棄物混入家戶垃圾，導致垃圾量增加、（４）連鎖便利商店、藥妝店為環保署列管的販賣業者對象，但多數業者未落實分類即排出、（５）保麗龍體積大占空間，清潔隊資收貯存場去化不易、（６）社區大樓的一般垃圾子車混雜應回收物（例如，塑膠容器、紙容器等），以及（７）焚化廠進廠檢查及退運規定未嚴格管制與破袋檢查人員辨識公告應回收材質訓練待加強等７項共通性問題，本計畫依上述問題提出改善建議。（四）全國村里資收站已達１,５３５站，為提高民眾的便利性，選用普及率最高的Google Maps建置村里資收站的網絡地圖，使民眾可透過Google Maps即時搜尋位於周圍鄰近的資收站資訊，並依據自我的生活習慣選擇合適的村里資收站參予回收兌換。（五）辦理「１０７年度推動執行機關加強辦理資源回收工作績效考核計畫」 ，考核結果共計有臺北市、桃園市、高雄市、新竹市、新竹縣、宜蘭縣、臺東縣及金門縣等８縣市獲得金質獎，臺南市、苗栗縣、基隆市、花蓮縣、嘉義縣５個縣市獲得銀質獎。（六）依據環保署「１０４年至１０６年度一般廢棄物最終處置前組成採樣及分析工作」及「１０７至１０８年度一般廢棄物最終處置前組成採樣及分析工作」報告之分析數據結果顯示，各縣市垃圾中含公告應回收材質類別主要以紙容器占比約１.１４%～４.４９%最多，其次是塑膠容器，約占０.７８％～２.０８％，建議地方環保機關加強教育宣導。（七）１０７年全國四大體系資源回收量統計４,８６４,７３７噸，其中以社區回收量占４８.６０%為最多，學校最少（１.０４%）。綜整民國１０３~１０７年全國四大體系資源回收量以社區為居多且呈現逐年增加的趨勢。（八）１０７年「補助直轄市、縣（市）環境保護局辦理資源回收工作計畫」之量化補助效益為：１０７年度相較於１０６年度各縣市清潔隊回收量，直轄市以臺中市（１８.６８%）、其他縣市以基隆市（３３.５４%）之正成長幅度為最大；社區、學校及機關團體回收量，直轄市以新北市（３１.００%）、其他縣市以嘉義市（５５.８７%）之正成長幅度為最大。辦理資源回收宣導工作，直轄市以新北市（３.０８%）、其他縣市以澎湖縣（２１.１０%）宣導觸及人數比率最多。廢農藥容器回收量，直轄市以高雄市（４３.４８%）、其他縣市以嘉義市（１３９.０３%）正成長幅度最大。廢玻璃容器回收量，直轄市以高雄市（２９.３８%）、其他縣市以新竹縣（度４６.９７%）正成長比例最大。回收率較低廢容器（免洗餐具、紙盒包、鋁箔包、未發泡PS容器）回收，直轄市以高雄市（４９.５４%）、其他縣市以新竹縣（７３.２３%）正成長幅度最大。廢乾電池回收，直轄市以臺中市（２５６,２２１公斤）、其他縣市以苗栗縣（９６,３２７公斤）回收量為最多。廢可攜式電腦或廢鍵盤之回收，直轄市以桃園市（６,２３１公斤）、其他縣市以新竹縣（１,７６９公斤）回收量最多。"

chi_title	"106年度執行機關加強推動資源回收工作計畫"
Chi_Subject	"本計畫為協助環保署加強全國資源回收工作績效，以及研擬、推動資源回收相關政策，自１０６年１０月１日起至１０７年８月３１日，其執行結果包括：（一）透過蒐集並分析歐盟（英國、德國、法國、荷蘭）、日本、韓國資源回收工作推動相關資料及近年政策發現，歐盟的押瓶制實施多年成效良好，以及韓國每年公佈特定材質回收率目標與生產者有義務負責回收若無法達成目標須付費給政府等措施，值得應用於臺灣玻璃瓶的回收方式，並建議修正目前對產品製造商所規範的回收處理費繳交規範。（二）評析１０６年各縣市資源物排出組成與環保署垃圾組成分析發現，各縣市垃圾中夾雜「紙容器」的比率皆高於其他8種公告應回收材質，分別占１.４０％～４.７０％，其中又以連江縣（４.６９％）、新竹縣（４.０８％）、苗栗縣（３.５８％）及新竹市（３.５２％）比率最高；其次是「塑膠容器」，占０.７０％～２.２０％；另連江縣、臺東縣、雲林縣及嘉義市的垃圾夾雜「玻璃容器」比率超過１.００％。（三）全國共計設置１,００１個村里資收站，經統計分析結果若要在「偏遠型」鄉鎮市區中建設村里資收站，選擇人口數在１,５００人以下之村里，較容易得到較好的回收成效；若要在「非偏遠型」鄉鎮市區中建設村里資收站，則選擇人口數在４,０００以下之村里，甚至是人口數在１,０００人以下之村里時，較容易得到較好的人均回收成效。（四）調查分析１０７年市場、家戶等相關資源回收成本發現：在市場成本方面，以都會地區之平均回收成本相對較高，平均每公斤成本約１２.２３元，其次依序為宜花東縣市（９.４６元）、一般縣市（７.９０元）及離島縣市（３.８６元）；在家戶成本方面，以離島縣市平均每公斤成本１６.２７元最高，其次依序為一般縣市（１５.４０元）、都會區（１３.７０元）及宜花東縣市（１１.５０元）。（五）１０６年總補助經費與資源回收量成長率統計，以各縣市政府增加１公斤資源回收量所付出成本而言，雲林縣最多、其次是嘉義市、連江縣，付出成本最低的為桃園市。其中南投縣資源回收量呈現負成長情形。總補助經費對於提升資源回收率與回收量之效益分析，由分析所得資料顯示，就各縣市提升１％資源回收率所付出成本而言，以臺南市最高，其次分別為南投縣及澎湖縣。新北市、新竹市及嘉義市１０６年的資源回收率呈現負成長，但資源回收量為正成長，分析３縣１０６年垃圾產生量較１０５年增加，導致資源回收率下降。（六）依據１０６年資源回收績效考核結果篩選榮獲金質獎的績優縣市，如臺北市、桃園市、宜蘭縣及金門縣等４個縣市，以及未獲獎且考核成績名列該組的最後２名縣市，如新北市、嘉義市、雲林縣、南投縣及連江縣等５個縣市，藉由彙整各縣市實地現勘狀況、複核會議意見與年度成果報告，進行以上各縣市的執行成效優良與落後之原因分析，並提供提升資源回收績效之改善建議。（七）106年全國四大體系資源回收量總計４,０６２,２４１,６２６公斤，其中以社區回收量占４９.４３％為最多，其次為機關團體，占３３.２６％，學校最少，僅占０.９０％。各縣市四大體系資源回收量（率）方面，離島縣市之金門縣（７７.３２％）、連江縣（５０.８８％）的資源回收量來源以清潔隊為主，澎湖縣則以機關團體（４９.８６％）為最多，本島縣市除嘉義市清潔隊所回收的資源回收量最多外，新北市、基隆市、新竹市、彰化縣、屏東縣等５縣市以機關團體所貢獻的資源回收量最多，其他１３縣市則皆以社區體系的資源回收量為最大宗，且其中南投縣、臺東縣與雲林縣的社區回收量占全縣的７０.００％以上。（八）依據「１０６年度推動執行機關加強辦理資源回收工作績效考核計畫」 共計有臺北市、桃園市、宜蘭縣及金門縣等４個縣市獲得金質獎，臺中市、臺南市、高雄市、新竹縣、新竹市、基隆市、花蓮縣、臺東縣及嘉義縣９個縣市獲得銀質獎，另有２２個鄉鎮市公所獲得優等獎。（九）將１０６年各縣市執行機關推動資源回收工作執行創新特色、亮點及成效蒐集彙整後，資料除編輯成冊、製成１００份隨身碟，提供縣市環保機關作為宣導及教育訓練之用途。（十）為精進全國資源回收推動工作成效與提升宣傳效益，研提（１）引起各縣市首長對於資源回收工作的重視，使清潔隊全力配合環保局推動資回收相關政策；（２）擴大村里資源回收站的便民功能，增加資源回收站的宣傳強度，讓民眾習慣於源頭即細分類；（３）資源回收率１０６年已突破５０％，為持續強大民眾資源回收與垃圾分類的觀念，將翻轉傳統的垃圾收運模式；（４）效仿韓國ＡＩ分類回收桶，改良、升級目前國內ＡＲＭ的功能並加以普及化等４項亮點政策。"

The evaluation and review of current electric car charge stations in Taichung city. 150 uniform signs of Taichung EV charge station have made. 107 uniform signs of Taichung EV charge station have hung up. The reservation system of old scooter inspection has added on the web site. An expo of low pollution vehicles promotes. 15 sessions of low-pollution promotion has held. Five advertisements have published on the print media. Four advertisement has published on the internet media.8 broadcast ads have made.9 ads have been broadcast. Broadcast ads have repeated 2,741 times. Oral broadcast ads have repeated 265 times. The observation and learning activity of low pollution vehicles. 1,010 times of idling stop propagandas around flora expo. The site meetings and the discussion of setting electric motorbike battery exchange station at district office in 3 times. The low-carbon transport at south district in Taichung discussion has been holding 1 time.One electric motorbike battery exchange station set in Daya district office press conference has held. The schedule track discussion of low-carbon transport at south district in Taichung. 10,170 applications of elimination 2-stroke scooters have accepted."

Establishment and maintenance ( 112months) the system for eliminating two-stroke motorbikes and newpurchasing of electric two wheelers, and also 4 evaluation meetingscross-departments of applications . Through the execution work done above,the air pollution in the stage has been reduce to NOx：7.3 ton、PM2 . 5：13.9ton 、NMHC ： 183.5 ton. We hope to continue to promote eliminatingtwo-stroke motorbikes, to achieve the goal of low-carbon cities."

eng_title	"2018-2019 Implementing Agencies Enhanced the Promotion of Resource Recycling Project"
eng_Subject	"This project enhances the recycling outcomes, formulates and implements the strategies related to recycling, in order to assisting Environmental Protection Administration in Taiwan. The overall brief results in this project are described as below:1. Analyzing the recycling information collected from the United States, Switzerland, and China in recent years, the implemented strategies recommended to EPA for references are: (1) Switzerland''s concept of recycling and recycling from the production process, (2) Garbage with bag collection in Switzerland combined with Hangzhou City, China garbage bag real-name system, (3) US container deposit method, (4) Shanghai City, China combined Internet of Things and the garbage bin of intelligent monitoring function, (5) Basel, Switzerland requested Households implement a detailed classification of resource recycling and a daily collection policy.2. Collecting, field observation and interviews the relevant regulations for the counties and cities holding activities for more than 1,000 people, schools and night markets setting up resource recycling facilities, it was found that in addition to schools, large-scale activities and night markets for resource collection and collection facilities are not regulated. The three types of resource recycling guidelines, such as large-scale activities, schools and night market, were provided to each county and city for reference, so that the EPA in each country and city may adjust according to local characteristics or relevant regulations.3. By means of on-the-spot counseling, it’s found that the counties, cities and townships have 7 common problems such as (1) not grasped the resource amount of recycled by communities, schools, organization (Tzu Chi) and the self-employed, (2) during the cleaning of the garbage along the line, not to persuade or stop people’s behavior of not implementing garbage classification, (3) general business waste, agricultural waste mixed into household waste, resulting in an increase of garbage amount,(4) chain convenience stores and drugstores are the sellers listed as controlled target by the EPA. However, most of the sellers have not implemented the classification before discharge, (5) since the volume of the styrofoam is large, it is not easy for the cleaning team to store them, (6) the general garbage truck mixed plastic containers and paper containers in the community buildings, and (7) the incineration plant and regulations of return are not controlled strictly and the recycling material enhanced training of identification for broken bags inspectors. This project proposes improvement suggestions based on the above problems.4. In view of diverse recycling channels nationwide, the recycling stations at villages have reached 1,208 stations by 2019. So, in order to make it easier for people to search for the information of the nearest recycling channel, people can use the commonly used GOOGLE MAP as a media for network map of recycling needless to download APP that the map can be constructed to be operational manual to consult the Counties/Cities Environmental Protection Units to take village recycling stations as the priority of construction before August 31, 2019. 5. In the conduct of “2018 Promoting Implementation Units to Enhance Recycling Work Performance Assessment Plan”, the assessment result was that 8 counties/cities including Taipei City, Taoyuan City, Kaohsiung City, Hsinchu City, Hsinchu County, Yilan County, Taitung County and Jinmen County won the Gold Awards, and 5 counties and cities including Tainan City, Miaoli County, Keelung City, Hualien County and Chiayi County won the Silver Awards. 6. According to the results of garbage sampling analysis, the ratio of “paper containers” in the garbage of all counties and cities is higher than that of the other 8 types of recyclable waste published by th..."

eng_title	"2017 Implementing Agencies Enhanced to Push Resource Recycling Plan"
eng_Subject	"This project is to assist the EPA (Environmental Protection Agency) in strengthening the performance of nationwide resource recycle work, as well as to develop and promote policies related to resource recycle. From October 1, 2017 to August 31, 2018, the implementation results include:(1) Through the collection and analysis of EU (UK, Germany, France, the Netherlands), Japan, South Korea resource recycle work to promote relevant information and recent policies, it’s found that EU''s deposit system has been implemented for many years with good results. South Korea publishes specific material recycle rate targets every year. Bottle producers are obliged to do recycle jobs; if failed to achieve the target, they must pay to the government. These measures are worthy of application as recycle method of glass bottles in Taiwan. It is also recommended to amend the current regulations of recycle fees paid by product manufacturers. (2) The discharged composition of resources assessed by each county/city and the composition of waste analyzed by EPA in 2017 were found that the ratio of “paper containers” in the garbage of each county/city is higher than the other 8 types of published materials that should be recycled, accounting for 1.40% ~ 4.70% respectively; the highest rate among them is in Lianjiang County (4.69%) and then Hsinchu County (4.08%), Miaoli County (3.58%) and Hsinchu City (3.52%); and then “plastic containers” is accounting for 0.60% ~ 2.30%. Besides, the rate of “glass containers” in the garbage in Lianjiang County, Taitung County, Yunlin County and Chiayi City exceeds 1.00%.(3) A total of 1,001 village receiving stations have been set nationwide. According to the results of statistical analysis, if village receiving stations will be set in remote areas, choose villages with a population less than 1,500 people will be easier to get better recycle results. If village receiving stations will be set in “non-remote” areas, choose villages with a population less than 4,000 people, even below 1,000 people will be easier to get better per capita recycle results. (4) By means of survey and analysis for the market, households and other related resource recycle costs in 2018, it’s found that in terms of market cost, the average recycle cost in metropolitan areas is relatively high, with an average cost of about NT12.23 per kg, and then in Yilan, Hualien and Taitung counties/cities, general counties/cities and outlying islands. In terms of household cost, the recycle cost is the highest, with an average cost of NT16.27, and then general counties/cities, metropolitan areas and Yilan, Hualien and Taitung counties/cities.(5) In 2017, the total subsidy fund and growth rate of resource recycle volume as statistics, in terms of the cost of increasing 1 kg of resource recycle by each county and city government, Yunlin County has the highest cost (NT 43.10/ kg), and then Chiayi City (NT 21.99/kg), Lianjiang County (NT 18.32/kg); the lowest cost is in Taoyuan City (NT 0.44/kg); however, Nantou County’s resource recycle showed negative growth. The effects analysis of the total subsidy for improving resource recycle rate and recycle volume shows that the highest effect of 1% resource recycle rate in each county and city is in Tainan City (NT 37,867,425/%), and then Nantou County (NT 24,411,976/%) and Penghu County (NT 16,475,087/%). The resource recycle rate for New Taipei City, Hsinchu City and Chiayi City appeared negative growth in 2017, but positive growth in resource recycle volume. chi_subject	"本計畫為協助環保署加強全國資源回收工作績效，以及研擬、推動資源回收相關政策，整體執行結果包括： （一）蒐集美國、瑞士、中國近年推動資源回收相關資訊，如（１）瑞士政府訂立環保目標、業者在生產之始即將珍惜資源與注重環境保育等價值列入考量，以回收重複使用為其生產製程之最高原則；（２）中國杭州市垃圾袋實戶制：廚房垃圾袋上印有各戶門牌號對應條形碼、二維碼，便於社區工作者追溯廚房垃圾袋來源；（３）美國的容器押金法：要求任何銷售點在販售一次性容器時皆須向消費者收取額外金額，當民眾將容器交至授權的兌換中心或零售商回收時，額外收取之金額將部分或全額退還，在俄勒岡州若連續2年容器的回收率在８０％以下，容器贖回金額從5美分提高至10美分；（４）中國上海市結合物聯網及智能監控功能的垃圾箱：智能垃圾箱房門禁系統這個系統集合了身份識別、信息屏幕、端口掃描、監控攝像、移動網絡等多項功能，並可使用綠色帳戶卡進行身份識別；（５）瑞士巴塞爾省要求家戶實施資源回收細分類及分日回收政策。例如每隔１-２個月回收金屬，回收前已email通知，資源回收站只回收玻璃（分透明、棕色、綠色）、錫、鋁及電池，不接受PET瓶的回收（PET瓶只在商店進行回收）等。 （二）蒐集、實地觀察及訪談縣市辦理１,０００人以上活動、各級學校及夜市設置資源回收設施相關規定，各縣市除學校外，大型活動及夜市針對資源回收分類收集設施多未加以規範，因而訂定「大型活動」、「學校」、「夜市」等3種類型之資源回收作業準則提供予各縣市參考，使縣市環保機關可依據地方特色或相關法規進行調整。 （三）透過實地輔導作業，發現縣市及鄉鎮市區有（１）未確實掌握、釐清四大體系資源回收量且有重複計算情況、（２）清潔隊員沿線收運垃圾過程中未勸導或制止民眾垃圾分類不落實的行為、（３）一般事業廢棄物、農業廢棄物混入家戶垃圾，導致垃圾量增加、（４）連鎖便利商店、藥妝店為環保署列管的販賣業者對象，但多數業者未落實分類即排出、（５）保麗龍體積大占空間，清潔隊資收貯存場去化不易、（６）社區大樓的一般垃圾子車混雜應回收物（例如，塑膠容器、紙容器等），以及（７）焚化廠進廠檢查及退運規定未嚴格管制與破袋檢查人員辨識公告應回收材質訓練待加強等７項共通性問題，本計畫依上述問題提出改善建議。 （四）全國村里資收站已達１,５３５站，為提高民眾的便利性，選用普及率最高的Google Maps建置村里資收站的網絡地圖，使民眾可透過Google Maps即時搜尋位於周圍鄰近的資收站資訊，並依據自我的生活習慣選擇合適的村里資收站參予回收兌換。 （五）辦理「１０７年度推動執行機關加強辦理資源回收工作績效考核計畫」 ，考核結果共計有臺北市、桃園市、高雄市、新竹市、新竹縣、宜蘭縣、臺東縣及金門縣等８縣市獲得金質獎，臺南市、苗栗縣、基隆市、花蓮縣、嘉義縣５個縣市獲得銀質獎。 （六）依據環保署「１０４年至１０６年度一般廢棄物最終處置前組成採樣及分析工作」及「１０７至１０８年度一般廢棄物最終處置前組成採樣及分析工作」報告之分析數據結果顯示，各縣市垃圾中含公告應回收材質類別主要以紙容器占比約１.１４%～４.４９%最多，其次是塑膠容器，約占０.７８％～２.０８％，建議地方環保機關加強教育宣導。 （七）１０７年全國四大體系資源回收量統計４,８６４,７３７噸，其中以社區回收量占４８.６０%為最多，學校最少（１.０４%）。綜整民國１０３~１０７年全國四大體系資源回收量以社區為居多且呈現逐年增加的趨勢。 （八）１０７年「補助直轄市、縣（市）環境保護局辦理資源回收工作計畫」之量化補助效益為：１０７年度相較於１０６年度各縣市清潔隊回收量，直轄市以臺中市（１８.６８%）、其他縣市以基隆市（３３.５４%）之正成長幅度為最大；社區、學校及機關團體回收量，直轄市以新北市（３１.００%）、其他縣市以嘉義市（５５.８７%）之正成長幅度為最大。辦理資源回收宣導工作，直轄市以新北市（３.０８%）、其他縣市以澎湖縣（２１.１０%）宣導觸及人數比率最多。廢農藥容器回收量，直轄市以高雄市（４３.４８%）、其他縣市以嘉義市（１３９.０３%）正成長幅度最大。廢玻璃容器回收量，直轄市以高雄市（２９.３８%）、其他縣市以新竹縣（度４６.９７%）正成長比例最大。回收率較低廢容器（免洗餐具、紙盒包、鋁箔包、未發泡PS容器）回收，直轄市以高雄市（４９.５４%）、其他縣市以新竹縣（７３.２３%）正成長幅度最大。廢乾電池回收，直轄市以臺中市（２５６,２２１公斤）、其他縣市以苗栗縣（９６,３２７公斤）回收量為最多。廢可攜式電腦或廢鍵盤之回收，直轄市以桃園市（６,２３１公斤）、其他縣市以新竹縣（１,７６９公斤）回收量最多。"

eng_subject	"This project enhances the recycling outcomes, formulates and implements the strategies related to recycling, in order to assisting Environmental Protection Administration in Taiwan. The overall brief results in this project are described as below: 1. Analyzing the recycling information collected from the United States, Switzerland, and China in recent years, the implemented strategies recommended to EPA for references are: (1) Switzerland''s concept of recycling and recycling from the production process, (2) Garbage with bag collection in Switzerland combined with Hangzhou City, China garbage bag real-name system, (3) US container deposit method, (4) Shanghai City, China combined Internet of Things and the garbage bin of intelligent monitoring function, (5) Basel, Switzerland requested Households implement a detailed classification of resource recycling and a daily collection policy. 2. Collecting, field observation and interviews the relevant regulations for the counties and cities holding activities for more than 1,000 people, schools and night markets setting up resource recycling facilities, it was found that in addition to schools, large-scale activities and night markets for resource collection and collection facilities are not regulated. The three types of resource recycling guidelines, such as large-scale activities, schools and night market, were provided to each county and city for reference, so that the EPA in each country and city may adjust according to local characteristics or relevant regulations. 3. By means of on-the-spot counseling, it’s found that the counties, cities and townships have 7 common problems such as (1) not grasped the resource amount of recycled by communities, schools, organization (Tzu Chi) and the self-employed, (2) during the cleaning of the garbage along the line, not to persuade or stop people’s behavior of not implementing garbage classification, (3) general business waste, agricultural waste mixed into household waste, resulting in an increase of garbage amount,(4) chain convenience stores and drugstores are the sellers listed as controlled target by the EPA. However, most of the sellers have not implemented the classification before discharge, (5) since the volume of the styrofoam is large, it is not easy for the cleaning team to store them, (6) the general garbage truck mixed plastic containers and paper containers in the community buildings, and (7) the incineration plant and regulations of return are not controlled strictly and the recycling material enhanced training of identification for broken bags inspectors. This project proposes improvement suggestions based on the above problems. 4. In view of diverse recycling channels nationwide, the recycling stations at villages have reached 1,208 stations by 2019. So, in order to make it easier for people to search for the information of the nearest recycling channel, people can use the commonly used GOOGLE MAP as a media for network map of recycling needless to download APP that the map can be constructed to be operational manual to consult the Counties/Cities Environmental Protection Units to take village recycling stations as the priority of construction before August 31, 2019. 5. In the conduct of “2018 Promoting Implementation Units to Enhance Recycling Work Performance Assessment Plan”, the assessment result was that 8 counties/cities including Taipei City, Taoyuan City, Kaohsiung City, Hsinchu City, Hsinchu County, Yilan County, Taitung County and Jinmen County won the Gold Awards, and 5 counties and cities including Tainan City, Miaoli County, Keelung City, Hualien County and Chiayi County won the Silver Awards. 6.
