Abstract " 計畫執行期程2016年4月8日至2016年12月7日。計畫已經完成低碳旅遊套裝行程3式、3場次低碳飲食及低碳旅遊宣導說明會、3場次推廣低碳民俗活動(紙錢、燃香減量)宣導會、200份環保祭祀宣導海報、1場次溫室氣體排放量申報工作說明會、1式第一批應盤查登錄溫室氣體排放量之排放源申報名單確認、1式第一批應盤查登錄溫室氣體排放量之排放源申報資料確認、1式蒐集彙整各機關減碳相關作為及設置3處村里辦公室鐵馬驛站。 本計畫配合行政院環境保護署減碳政策,並落實具體作為;配合本縣觀光發展目標,推行低碳觀光旅遊,促進本縣生態、人文永續發展;結合政府及民間力量,推動低碳民俗活動,達到資源循環、環保節能,如此可減少碳排放,以提升空氣品質減緩氣候變遷為目標,並輔導減少使用香枝金紙,有效降低空氣污染物排放,以具體行動將減碳生活理念深化至各社會階層。"

In this way, carbon emission reduction can be realized. With the goal of improving air quality and mitigating climatic change, propaganda activity on reducing use of golden paper and incense for effective emission of air pollutant is held. The project deepens idea of low carbon life in our society through actions."

Title "移動污染源空氣污染防制費查核及移動污染源燃料品質管制專案工作計畫"
Abstract "完成移動污染源空氣污染防制費申報初審作業,檢核結果皆無異常,統計108年11月~109年11月共計徵收汽油申報量比例為中油桃園廠27.49 %、中油大林廠51.97 %、台塑麥寮廠20.54 %,柴油空污費約22億元、汽油空污費約32.9億元,而柴油申報量比例為中油桃園廠27.74 %、中油大林廠47.85 %、台塑麥寮廠24.40 %;移動污染源空氣污染防制費申報系統維護;完成108年11月~109年10月移動污染源空氣污染防制費徵收會計簽證查核報告12份,抽查結果申報資料與現場資料符合;共計完成75組汽油與75組柴油、6組航空燃油及10組船舶燃油樣品採樣及檢驗工作,且各測項均符合「移動污染源燃料成分管制標準」;協助「車用汽柴油成分管制標準」等法規修訂,汽油中苯含量加嚴至0.9 %,並於113年將調整為0.8 %、柴油多環芳香烴調整至8 %,以及增訂航空硫含量最大值為0.2 %、船舶燃油硫含量標準最大值為0.5 %;彙整國內外油品管制規範及替代燃料推動相關資料,已蒐集煉油製程對汽柴油各成分項目影響、國內外油品所使用氧化合物添加劑(包括MTBE等)及酒精汽油、生質柴油等其替代品現況趨勢、地方環保局移動污染源油品稽查專案等文獻資料進行分析,做為後續移動污染源空污改善政策研擬之用。"

EngTitle "The Auditing of the Air Pollution Control Fee for Mobile Pollution Sources and the Quality Inspection of Mobile Pollution Source Fuels"
EngAbstract "In this project, we conduct the review for air pollution’s fee application of mobile pollution source as well as accounting certification check according to “Air Pollution Control Fee Collection Regulations”. To our findings, there were no errors in the number of declarations or discrepancies in the inspection report. According to statistics of this project, the gasoline air pollution fees collected were approximately 3.29 billion NTD, and diesel air pollution fees 2.2 billion NTD from Nov.2019 to Nov.2020, approximately 5.5 billion NTD in total. The total applied quantities of gasoline and diesel was 92,389 kl from Jan. to Nov.2020. In terms of the on-line application of air pollution fee, the project has assisted the operators in solving the issue of reporting. Operators’ fuel quantity and data of air pollution fee application from Nov. 2019 to Oct. 2020 has been reviewed and deemed correct by the accountant. In this project, we have sampled and tested a total of 75 set of gasoline, 75 set of diesel, 6 set of aviation fuel and 10 set of ships fuel. All the samples met the “Standards for the Composition of Mobile pollution source Fuels”. For oil refinery, storage station, and sale station, tracing and sampling for the same batch were conducted, and the results of composition inspection all meet the requirements of current regulations. Assist in the revision of Standards for the Composition and Properties of Automobile Gasoline and Diesel Fuels. The benzene content in gasoline were tightened to 0.9 %, and will be adjusted to 0.8 % in 2024. The diesel polycyclic aromatic hydrocarbons content was 8%, the maximum amount of sulfur in aviation fuel is 0.2 % and the maximum value of the standard sulfur content of ships fuel is 0.5 %.The domestic and foreign oil product control regulations and the relevant information on the promotion of alternative fuels has been collected. As well as the impact of the refining process on the components of gasoline and diesel, the oxygen compounds used in domestic and foreign oil Additives (including MTBE, etc.) and current trends in alternatives such as alcohol gasoline and biodiesel. Also, the local Environmental Protection Bureau''s mobile pollution source oil audit project and other literature data are analyzed and used for subsequent mobile pollution source air pollution improvement policy research."

Title "106年度移動性污染源管制計畫"
Abstract "雲林縣移動性污染源管制計畫係針對本縣轄區內之機車管制作業,機車是否完成定期檢驗,藉由加強路邊稽查、路邊攔檢、辦理機車免費排氣檢驗宣導活動及協助環保局輔導查核民間機車定檢站等工作,經由這些措施之配合,達到督促車輛使用人加強保養維修,並且教育機車駕駛人正確保養觀念,進而降低機車廢氣排放之污染,有效維護空氣品質。 本計畫執行項目:完成雲林縣機車定檢服務及未定檢回報系統整合APP宣導活動 5場次、完成結合社區民眾推動機車定檢及二行程機車汰舊宣導說明會5場次、完成寄發定檢通知明信片217,513輛次、完成逾期未定檢機車二次通知公文50,038輛次、完成機車路邊攔查作業303輛次、完成機車路邊攔檢作業839輛次、完成二行程機車普查12,000輛次、完成已定檢二行程機車寄發宣導單張20,100輛次、完成機車定檢宣導月相關活動、完成低污染車輛宣導暨怠速熄火宣導活動2場次、完成辦理戶外定檢服務累計833輛次。 完成機車排氣檢驗站定期查核112站次、完成機車排氣檢驗站氣體比對查核92站次、完成機車排氣檢驗站不定期匿名查核40站次、完成機車排氣檢驗站檢驗人員在職訓練說明會2場次、完成檢驗站評鑑作業暨頒獎活動。 完成設置專線電話、完成協助配合辦理新購電動二輪車補助已撥款案件後續查核137件、完成新增電動機車充電站20站次、完成機動車輛進行停車熄火之稽查宣導1,350輛次、完成新聞稿4則、完成協助整理及申請移送強制執行案件187件。 完成印製停車熄火與二行程老舊機車汰舊單張、完成製作定檢月宣導品10,000份、完成製作定檢月宣導布條120條。 "

Title "106年度雲林縣因應氣候變遷執行計畫"
Abstract "全球氣候變遷與溫室效應的影響日漸顯著,已非單靠人類減少溫室氣體排放所能立即改善,因思考如何透過社會與經濟發展模式的改變,使人類能夠適應氣候變遷所帶來的衝擊與影響,以及在極端氣候與暖化效應下持續謀求生存、生活與發展。為因應全球氣候變遷,並具體落實行政院「國家氣候變遷調適政策綱領」,考量氣候變遷與極端氣候現象的成因與機制仍未完全確定與瞭解,惟有全民共同參與及投入,才能避免氣候變遷衝擊所可能引發問題,因此計畫朝向溫室氣體排放納管對象查核、本縣因應氣候變遷調適策略研討、氣候變遷調適方案宣導等方式進行。本計畫執行期程2017年6月29日至2017年11月30日,已完成雲林縣因應氣候變遷調適策略,透過八大領域中農業生產及生物多樣性水資源、土地利用等調適策略及行動計畫擬定,提供本縣首要推動因應氣候變遷方向;氣候變遷調適方案宣導之辦理,宣導民眾從日常生活中落實節能減碳,達到減少溫室氣體排放之效益,例:正確選用節能標章產品、選擇在地食材、節約能源、加深民俗活動環保觀念及作為;氣候變遷研習營辦理,瞭解氣候變遷與溫室效應成因與影響,透過生態港參訪,瞭解港區運作時,如何降低污染、及船隻停靠時所使用岸電,以減少船隻停靠港區所產生之碳排放,且於港區內大量設置太陽能發電有效利用綠能;氣候變遷講座辦理,讓民眾瞭解自己生活土地的現況,獲得氣候變遷調適方法等寶貴知識與節能減碳經驗,以及友善對待生態環境,減少排碳量對地球保護的重要性;執行105年第一批應盤查登錄溫室氣體排放量之排放源申報名單、資料現場查核確認,共19家業者填報資料與線上登錄資料均相符,比較104年同19家廠商名單,105年排放量共減少2,589,940公噸CO2e,約4.7%;今年更藉由小小解說員培訓課程,培育國小學童低碳教育、再生能源等環境保育觀念,成為解說員,協助低碳推動、再生能源觀念之宣導。"

EngAbstract "The influence of the global climate change and the greenhouse effect has become increasingly significant and the human power alone cannot immediately reduce emissions of greenhouse gas. We should think over how people can adapt to the impact and influence of climate change through changes in social and economic development patterns, and continue to seek survival, good life, and development under extreme climate and warming effect. In order to respond to global climate change and to put Executive Yuan''s The Program of National Climate Change Adaptation Policy into practice the, considering that the causes and mechanisms of the climate change and extreme climate phenomena are still not fully defined and understood by people. We can only avoid the troubles resulting from the impact of climate change with the public participation and engagement. Therefore, the Program will be conducted in the ways of checking and managing targets for greenhouse gas emissions, discussing the climate change adaptation strategy, and publicizing the climate change adaptation plan in the county.The implementation schedule of the Program is from June 29, 2017 to November 30, 2017, and the Yunlin County''s adaptation strategy in response to climate change has been completed. By ways of the agricultural production, water resources of biodiversity, land use and other adaptation strategies and the formulation of action plan in the Eight Fields, the County has been provided with the primary direction of promoting responses to climate change. The climate change adaptation plan is promulgated to the public and to promote the implement energy conservation and carbon reduction in our daily lives to achieve the benefits of reducing greenhouse gas emissions. For example: selecting correct energy-saving products, selecting local food ingredients, and saving energy to deepen the environmental protection concept and practice in folklore activities, conducting climate change study camps to understand the causes and impacts of climate change and greenhouse effect, and learning how to reduce pollution; during the tourist visit to ecological ports, understanding how the port areas reduce pollution and shore power used by the stand-by vessels to lower the carbon emission. Also, a large number of solar power generation facilities in the port areas are installed to effectively use the green energy. Conduct the climate change courses, so that people can understand the current status of their own land, as well as gain valuable knowledge such as climate change adaptation methods, experience in energy conservation and carbon reduction, being friendly to the ecological environment, and the importance of reducing carbon emission for protection of the earth. Implement the first batch of emission source declaration lists that should be checked for registered greenhouse gas emissions in 2016 and verify the data on the spot, with the total of 19 companies having completed the data and the online registration data are consistent. Compare to the same list of 19 manufacturers in 2015, the total emissions in 2016 were reduced by 2,589,940 metric tons of CO2e, which was approximately 4.7%. In this year, the concept of environmental conservation of low-carbon education, renewable energy, etc. for the elementary school students was nurtured through training courses by commentators to promote ideas of low-carbon energy and renewable energy."

Abstract "(一)諮詢小組會議 本計畫於今年預計於5、7、9、11月辦理綠能節電與資源循環會議各四場,針對縣內之綠能節電與資源循環方向邀請專業委員進行討論,並遵循委員建議向公私立場所進行輔導:1.綠能節電技術與資訊諮詢小組會議(1)未來輔導及推動對象,應優先選擇參與評等認證之社區,以提高未來村里升級至銅銀級之成功率。(2)因計畫資源不足,建議未來可與跨局處或相關建築設計公司及工會合作,擴大節能推廣成效。(3)本縣以觀光立縣,旅宿業者增多,建議可向民宿、大型飯店及列入重油管制之飯店推廣熱泵,較能彰顯節能成效。(4)因綠建築符合多項行動項目,建議未來可將已有綠建築之社區做為優先輔導或升級之對象。(5)未來可將安裝環保金爐之寺廟,作為優先推廣節能燈具之對象。(6)本縣降雨量豐沛,具有發展小型水力發電之潛力,若有相關經費補助,可持續推動。(7)東部海洋能資源豐沛,發展海洋溫差發電之潛力高,且示範廠營運狀況良好,未來可結合環境教育推廣。(8)目前本縣正大力推廣電動機車,建議未來可輔導鄉鎮或社區,結合綠色運輸及自行車路線進行推廣,發展低碳旅遊。2.資源循環技術與資訊諮詢小組會議(1)預計未來輔導及推動對象,將朝向結合參與評等認證之社區,作為社區參與入圍,甚至到銅、銀級之鋪陳。(2)目前本縣家戶資源及廚餘回收再利用狀況良好,未來可做為社區或學校環境教育之題材,也可搭配縣府活動辦理廢棄資源分類利用宣導活動或課程。(3)因花蓮飯店業者眾多,約每3~5年會汰換大量二手寢具,建議本縣未來可規劃巨大廢棄物回收中心及平台,與民宿飯店業者結合處理回收飯店需汰換之寢具。(4)建議贈送或補助農民腐化菌肥,加速稻草腐化速度,或推廣稻草藝術,以鼓勵農民多用燃燒稻草以外的方式處理,增加農民回收農廢意願。(5)建議未來可規劃社區辦理相關廢棄資源DIY活動,可達到環境教育目的,成為社區村里特色,提高升級分數。(6)目前本縣已有多處掩埋場活化之廠址,未來可延續作為環境教育場所,或結合辦理相關低碳大型活動。(7)本縣二手市集數量眾多,未來可整合交換平台並配合相關活動進行推廣。(8)未來可持續將雨撲滿朝向公家單位及校園推動,以達到推廣及環境教育之意義。(9)目前本縣保存再利用之舊建物眾多,建議未來可搭配低碳旅遊進行規劃,並將有舊建物保存再利用之村里,作為優先輔導或升級之對象。(10)建議未來可以務農為主且具低碳潛力之村里規劃農廢示範區,除了作為銅銀級之鋪陳、成為社區特色外,還能可成為其於農業村里之模範,達到推廣農廢再利用之效果。(二)診斷公私立場所設備節能工作本計畫診斷公私立場所是朝向讓大花蓮有更多環保旅店及民宿之目標,並提供綠能節電小組會議所提的綠能節電相關項目,針對不同公私立場所給予建議參考,至少診斷24處,至11月31日已完成24處;其中以診斷9處今年度增加局內納管使用鍋爐之飯店。輔導公私立場所參與設備節能工作邀請診斷委員至公私立場所進行設備診斷,完成後由診斷委員選出12處評估節能效果較佳、自主改善意願高之場所協助進行汰換設備,已完成輔導12處,5處更換節能燈具,預估一個月能節電30%;7處更換熱泵系統,大約3~5年可回收成本,與使用之鍋爐相比,更換熱泵系統後一年可省下77%的費用,其中美侖飯店經宣導後已自行安裝熱泵,約1年可回收成本,減碳量高達1,250,906公斤/年。本計畫104年輔導12處之減碳量約52,084公斤/年。為擴大推廣成效,本計畫也與鴻旭節能科技、太極建設及其他相關建築公會合作,簽署合作意向書,合作後減碳量高達1,405,653公斤/年,減碳成效顯著。本計畫104年輔導12處場所加上擴大推廣成效之減碳量,總計高達1,457,737公斤/年。 (三)評比輔導認證說明會依合約規範應執行三場次評比輔導認證說明會,於4、5、6月於北、中、南3區辦理完成,參與人數村里長加社區協會共161人。(四)村里參與評等認證依合約規範執行縣市參與低碳永續家園評等與分級認證之目標,藉由評比輔導認證說明會持續輔導各村里,至11月30日止,入圍的村里有95處,鄉鎮7處,本縣也已達入圍層級,經統計花蓮縣村里入圍六大面向之落點排名:1.生態綠化2.永續經營3.低碳生活4.資源循環5.綠色運輸。(五)輔導本縣低碳示範社區為協助本縣社區建構以環境保護為優先的低碳社區,計畫在13鄉鎮選擇配合意願高者之村里設置節電及節水示範區,目前本計畫已完成輔導18處低碳示範社區,安裝節能燈具之18處社區,減碳量共達25,548公斤/年,安裝雨撲滿之3處社區,澆灌面積共達51,420 m 2。(六)輔導低碳旅遊及低碳飲食套裝行程本計畫為延續去年推動之鳳林及光復的低碳旅遊遊程,及配合縣府今年推動之南區自行車網絡所設計規劃、在地食材推廣及地方特色,推出「低碳旅行 環保行程 忘憂之旅 鄉村民情」,並邀請專家學者參與現勘,加強低碳遊程的完整性,本次所規劃之低碳旅遊行程,平均1人1個遊程能減碳14.4公斤。(七)低碳旅遊及低碳飲食宣導說明會於6、7月辦理完成「低碳旅遊及低碳飲食宣導說明會」各兩場次。有鑑於以往都在室內辦理宣導說明,今年配合縣內3場大型活動辦理,及辦理一場校園宣導說明會鼓勵學生暑假旅遊多搭乘大眾運輸;此4場次低碳旅遊宣導說明會,分別依在地遊客及外地遊客做區分,一共收回了420張宣導問卷,本地人有298張、外地人有122張,有意願參與低碳旅遊的人數達68%。(八)創新作法本計畫於今年已將歷年參與評等認證之銅銀級村里規劃至低碳旅遊遊程中,並刊登至低碳旅遊網頁,增加曝光率,成為村里參與認證之誘因,至11月30日止,已協助95個村里及7個鄉鎮入圍,本縣也入圍低碳城市;並協助建設較好之村里設置節能節電及節水之示範區,來增加村里參與認證分數的提升,另本計畫也將規劃之3條旅遊路線刊登於低碳旅遊網頁宣傳,並至車站前熱區、租賃公司、旅行社及飯店放置低碳旅遊宣傳單,統計至11月30日止參與遊程3團旅客租9人座小巴搭乘此遊程、20團旅客租8人座小巴至瑞穗牧場、4團旅客租6人座小客車由瑞穗至玉里遊玩,共減碳量約1,575公斤。(九)低碳旅遊網頁建置依合約建置低碳旅遊網頁,宣傳本縣歷年推廣低碳旅遊之相關成果及更新低碳旅遊行程等相關資訊,使來本縣遊玩之遊客能有更多元的選擇及參考,因此本計畫已將所規劃之3條低碳旅遊路線放入低碳旅遊網頁中,並將國興里、民生里、豐山村、鳳智里等銅銀級村里放於低碳旅遊網站上增加曝光率,目前網頁也已和花蓮客運網站作連結,來擴大低碳旅遊網頁推廣之成效,瀏覽人數為330人次。(十)低碳校園環境宣導說明會本計畫以打造永續校園、節能減碳、綠建築、綠色採購及廣建學區步道等,環境教育議題以不同的宣導方式深耕校園,並融入各領域教學及校園生活,以達成永續校園目標。1.5月第一場於南區辦理低碳校園說明會,並邀請專家跟小學生以機智問答的方式來加深宣導的活潑性,來達成永續校園目標。會後並做問卷調查,共收回60張問卷,收回後的問卷經統計有78%的學生願意協助建構低碳校園。2.9月第二場於花蓮高工辦理,選擇花蓮高工是學校內有許多建築相關未來的人才、此次宣導活動是針對綠建築及校園綠美化概念,參與人數達全校師生80%。3.10月第三場於花蓮高中辦理,選擇花蓮高中是針對未來上大學及出社會後能將低碳的概念融入學習中,並在宣導會中放入盆栽的DIY實作,藉由室內多種植小盆栽,增加涵養量的概念,進而擴大至校園及社區的綠美化,讓學生了解一個小小的動作就能幫助地球。4.三場低碳校園宣導活動,各聘請不同專業領域的講師,針對不同的學生族群做不同的宣導,來提高學生的興趣及學習,讓低碳校園宣導活動不僅僅只是宣導,也讓學生在活動中把低碳的概念帶回家,並落實在生活中。(十一)溫室氣體盤查溫室氣體盤查結果,本縣102年產生最大溫室氣體來源為能源住商,其次為工業製程,故未來溫室氣體減量策略可將這兩大部門做為主要減量對象。(十二)辦理專家學者實地監督評核會議依合約規範執行104年度花蓮縣低碳永續家園運作及成效管考計畫之專家學者實地監督評核計畫,目前已於104年4、7、11月辦理完成實地監督評核會議,考核本計畫,協助計畫執行及推動。本計畫104年所輔導之總減碳量共1,484,933公斤。(十三)推動電動機車環保局配合縣府「 觀光花蓮 低碳花蓮 」及配合經濟部工業局、行政院環保署推廣低污染交通工具加碼補助民眾汰舊二行程機車並新購電動機車,政府單位也推出補助來增加民眾購買意願。本計畫於輔導村里、縣內活動、公部門(海巡署、吉安分局、北埔國小)共宣導385張。"

Title "移動污染源空氣污染防制費查核及車用汽柴油品質管制計畫"
Abstract "本計畫執行期程為106年8月16日至107年8月15日,主要工作內容為依據「空氣污染防制費收費辦法」,辦理移動污染源空氣污染防制費申報審查及會計簽證查核業務、依據『車用汽柴油販賣進口許可及管理辦法』及『車用汽柴油成分管制標準』,對製造者或進口者之廠(場)區、成品儲槽、油庫、銷售地點或其他公私場所,查核相關資料及檢測汽柴油品質、彙整國內外油品(含車用燃油、船舶燃油及航空燃油等)管制規範及替代燃料(含再生柴油(HVO)、生質柴油等)推動相關資料。本計畫統計106年1~12月全國共計徵收汽油空污費約23.3億元,柴油空污費約13.39億元,全國計徵收汽柴油空污費約36.70億元,較105年增加約18.7%,而106年汽柴油年申報量15,04.97萬公秉與105年15,45.85萬公秉比較略微減少,因106年9月1日起調整車用汽柴油空污費率,由汽、柴油每公升0.2元,調升汽油每公升0.3元、柴油每公升0.4元,致106年度整體空污費徵收金額大幅提升;空污費網路申報系統方面,本計畫已針對相關系統進行修正及新增功能,並協助業者解決申報上傳問題,根據下半年系統之弱點掃瞄結果顯示並無存在任何潛在風險,另已更新環保署Open Data及移污網之空污費申報數量及金額資訊至107年6月;106年3月~107年6月份業者之油品數量及空污費申報資料經會計師審查無誤。現場查核200組工作,已於107年6月份全數完成,經分析惟台灣中油公司7處加油站汽柴油品中雷氏蒸汽壓力值超過標準,經第2次複驗結果仍有2處加油站超標,應進行相關裁罰程序,其它檢驗結果均符合「車用汽柴油成分管制標準」;而針對煉油、儲運站、銷售站進行同批次油品追蹤採樣,油品成分檢驗結果均符合現行成分管制規範;另以煉油廠建立油品圖譜,比對台塑公司及中油公司之差異,雙方汽油圖譜分析無明顯差異,本次圖譜分析結果與環檢所97年圖譜分析資料亦得出相同結果。我國汽柴油品管制規範方面,首要目標為加嚴汽油中苯含量、柴油中多環芳香烴;參考各國燃料品質規範中,歐盟汽油苯含量最大值為1%(v/v),美國為0.8%(v/v),南韓為0.7%(v/v),歐盟及新加坡多柴油環芳香烴含量最大值為8%(m/m),美國環保署為改善不符合國家空氣品質標準之地區規定必須使用新配方汽油或冬季期間採用有氧燃料,所使用汽油的含氧濃度為2.0~2.7wt%,所須添加MTBE之濃度為11~15vol%,日本汽油中添加MTBE量不得超過7%(v/v)、澳洲限制1%(v/v)。航空燃油硫含量方面,台灣中油公司及台塑石化公司檢測航空燃油硫含量,皆遠低於我國現行航空燃油硫含量規範0.3(v/v)%(CNS標準),以此做為擬訂航空燃油成分管制標準之依據,增訂航空燃油硫含量最大值為0.2(v/v)%;我國目前另一目標為針對船用燃油訂定相關管制標準,爰參考國際公約(MARPOL)及臨近國家規範主要針對船用燃油硫含量訂定標準,擬增訂船用燃油硫含量最大值為0.5%(m/m)。"

EngTitle "The Auditing of the Air Pollution Control Fee for Mobile Sources and the Quality Inspection of Automobile Gasoline and Diesel Fuels"
EngAbstract "In this project, we conduct the review for air pollution fee application of mobile source and accounting certification check according to “Air Pollution Control Fee Collection Regulations”, check relevant data as well as inspect the gasoline and diesel quality upon the plant area, storage tank of finished products, oil terminal, sale location, and other public and private places of manufacturers and importers according to “Sale and Import License and Management Regulations of Automobile Gasoline and Diesel Fuels” and “Standards for the Composition of Automobile Gasoline and Diesel Fuels”, and conclude the relevant data of control specifications of foreign and domestic fuels (including automobile fuels, vessel fuels, and aviation fuels, etc.) as well as alternative fuels (including renewable diesel, such as HVO, and biodiesel, etc.). According to statistics of this project, the gasoline air pollution fees collected were approximately 2.33 billion NTD, and diesel air pollution fees 1.339 billion NTD from Jan. to Dec. in 2017, approximately 3.67 billion NTD in total. Compared with 2016, the collected fees increased by 18.7%. The annual applied quantities of gasoline and diesel was 150,497 kl in 2017, which was slightly decreased compared to the 154,585 kl in 2016. Such dramatic increase of overall collected fee for air pollution was due to the fact that the price of gasoline and diesel was adjusted from 0.2/l to 0.3/l for gasoline and 0.4/l foe diesel since Sep. 1st, 2017. In terms of the on-line application of air pollution fee, the project has amended and added new functions aiming at relevant systems, and assists the operators in solving the issue of reporting. According to the system weakness scanning of the later-half year, no potential risks may exist. Additionally, the open data of Environmental Protection Administration as well as the information of applied air pollution fee quantities and amount of mobile sources are updated to Jun. 2018. Operators’ fuel quantity and data of air pollution fee application from Mar. 2017 to Jun. 2018 has been reviewed and deemed correct by the accountant. The 200 checking operations had been completely finished in Jun.2018. According to analysis, only 7 filling stations and fuel shops of CPC exceeded the standard of RVP volume. After the second check, 2 filling stations still exceeded the standard, and relevant penalties shall be carried out; others meet the requirement of “Standards for the Composition of Automobile Gasoline and Diesel Fuels”. For oil refinery, storage station, and sale station, tracing and sampling for the same batch were conducted, and the results of composition inspection were all meet the requirements of current regulations. In addition, spectrum of graph of fuel products is drawn out to compare the difference between FPG and CPC by the oil refineries. The analysis of the graph receives the same results as the data analysis in 1997. In terms of the regulations of gasoline and diesel in our country, the priority goal is to make the standard for benzene in gasoline and PAH in diesel. According to the fuel quality specification of other countries, the maximum volume for benzene in gasoline is 1% (v/v) for EU, 0.8% (v/v) for the U.S.A., and 0.7% (v/v) for South Korea; the maximum volume for PAH in diesel is 8% (v/v) for EU and Singapore. In order to improve the regions where fuels fail to meet the requirements of national air quality standard, the Environmental Protection Agency of the U.S.A. stipulates that these regions must use gasoline of new formula or use oxi-fuels in winter. The oxygen concentration in the gasoline shall be 2.0 to 2.7 wt%, the added MTBE concentration shall be 11 to 15 vol%, and the MTBE in gasoline from Japan shall not exceed 7% (v/v); the MTBE from Australia shall not exceed 1% (v/v). eng_Subject "1.Statistics of the street washing project was conducted from May 1, 2018 to April 30, 2019. The cumulative length is 67,933.7 km with a total completion rate of 100%. The estimated TSP reduction, PM10 reduction, and PM2.5 reduction was 937.49 ton, 176.63 ton and 41.24 ton, respectively.2.On-site inspections were carried out every month. The statistical period was from May 1, 2018 to April 30, 2019. In a total of 147 inspections, the total length washed was 3,674.3 km, and the average street washed per month was 306.2 km, with the completion rate of 100%.3.For manual environmental clean-up operation, the accumulative length reached 2,210 km, and the completion rate was 100% during the statistical period from May 1, 2018 to April 30, 2019.4.In this project, the first education training session for street washing operators was conducted on May 8, 2018, and another one session of post-mid-term education training session was conducted on January 30, 2019. A total of two sessions of education training were completed, with a progress completion rate of 100%.5.The dust-raising period of Zhuoshui River occurs during the northeast monsoon every year, resulting in poor air quality in surrounding area. In order to promote the concept of dust prevention among the public, the education and promotion of dust prevention and control in towns and villages or on campus were conducted when the air quality turns bad. A total of 10 times of promotion meetings had been conducted, with a total number of participants reaching 662 people and progress completion rate of 100%.6.For the real-time alerting monitoring system, 3 cameras were set in July 2018 and another 3 in September 2018. A total of 6 cameras had been set, with a completion rate of 100%.7.Statistics from May 01, 2018 to April 30, 2019 showed that 102 times of responding street washing operations were carried out with the total length of 9,716.4 kilometers. The estimated TSP reduction, PM10 reduction, and PM2.5 reduction was 134.09 tons, 25.26 tons, and 5.90 tons, respectively.8.Three greening operations in total had been completed, with a completion rate of 100%. eng_Subject "In this project, we conduct the review for air pollution fee application of mobile source and accounting certification check according to “Air Pollution Control Fee Collection Regulations”, check relevant data as well as inspect the gasoline and diesel quality upon the plant area, storage tank of finished products, oil terminal, sale location, and other public and private places of manufacturers and importers according to “Sale and Import License and Management Regulations of Automobile Gasoline and Diesel Fuels” and “Standards for the Composition of Automobile Gasoline and Diesel Fuels”, and conclude the relevant data of control specifications of foreign and domestic fuels (including automobile fuels, vessel fuels, and aviation fuels, etc.) as well as alternative fuels (including renewable diesel, such as HVO, and biodiesel, etc.). According to statistics of this project, the gasoline air pollution fees collected were approximately 2.33 billion NTD, and diesel air pollution fees 1.339 billion NTD from Jan. to Dec. in 2017, approximately 3.67 billion NTD in total. Compared with 2016, the collected fees increased by 18.7%. The annual applied quantities of gasoline and diesel was 150,497 kl in 2017, which was slightly decreased compared to the 154,585 kl in 2016. Such dramatic increase of overall collected fee for air pollution was due to the fact that the price of gasoline and diesel was adjusted from 0.2/l to 0.3/l for gasoline and 0.4/l foe diesel since Sep. 1st, 2017. In terms of the on-line application of air pollution fee, the project has amended and added new functions aiming at relevant systems, and assists the operators in solving the issue of reporting. According to the system weakness scanning of the later-half year, no potential risks may exist. Additionally, the open data of Environmental Protection Administration as well as the information of applied air pollution fee quantities and amount of mobile sources are updated to Jun. 2018. Operators’ fuel quantity and data of air pollution fee application from Mar. 2017 to Jun. 2018 has been reviewed and deemed correct by the accountant. The 200 checking operations had been completely finished in Jun.2018. According to analysis, only 7 filling stations and fuel shops of CPC exceeded the standard of RVP volume. After the second check, 2 filling stations still exceeded the standard, and relevant penalties shall be carried out; others meet the requirement of “Standards for the Composition of Automobile Gasoline and Diesel Fuels”. For oil refinery, storage station, and sale station, tracing and sampling for the same batch were conducted, and the results of composition inspection were all meet the requirements of current regulations. In addition, spectrum of graph of fuel products is drawn out to compare the difference between FPG and CPC by the oil refineries. The analysis of the graph receives the same results as the data analysis in 1997. In terms of the regulations of gasoline and diesel in our country, the priority goal is to make the standard for benzene in gasoline and PAH in diesel. According to the fuel quality specification of other countries, the maximum volume for benzene in gasoline is 1% (v/v) for EU, 0.8% (v/v) for the U.S.A., and 0.7% (v/v) for South Korea; the maximum volume for PAH in diesel is 8% (v/v) for EU and Singapore. In order to improve the regions where fuels fail to meet the requirements of national air quality standard, the Environmental Protection Agency of the U.S.A. stipulates that these regions must use gasoline of new formula or use oxi-fuels in winter. The oxygen concentration in the gasoline shall be 2.0 to 2.7 wt%, the added MTBE concentration shall be 11 to 15 vol%, and the MTBE in gasoline from Japan shall not exceed 7% (v/v); the MTBE from Australia shall not exceed 1% (v/v). The main jobs in this project were three main topics such as audit and consultation management in air quality purification area, survey and instruction for improvement on bare land, indoor air quality audit and consultation management. In the audit and management aspect of air quality purification area, 30 sites of air quality purification areas were conducted with quarterly on-site audit job for 118 site-times, and the total carbon sink was 1237.88 tons, meanwhile, 19 sites of air quality purification areas were adopted by enterprise groups, and the total adopted area reached a total of 14.47 acres. Moreover, in order to enhance living environment quality and environment education content and to help the implementation of “2016 Joining hands and head forwards for environmental protection” activities, the public was invited to experience flower and grass industry and greening and beautifying sites in the county, by getting close to the nature, the concept of low carbon appeal was experienced, and environmental protection concept was set up. In the survey, consultation and improvement for bare land aspect, this project has surveyed 376 parks 272 high schools, and bare lands of sports fields of junior high and elementary schools from 13 areas in Taoyaun city. In addition, on-site check of 22 sites of bare lands was implemented, and the total survey area reached 18.51 acres; from the above bare land, one bare land green-covering improvement for one sub-bare-land was implemented, and the total improvement area reached 2.19 acres, the particulate pollutant reduction amount after improvement was TSP: 0.778 tons, PM10: 0.389 tons, that is, the flying dust pollution in the bare land was effectively reduced, and it also had the effectiveness of beautifying the environment. In the indoor air quality audit, consultation and management aspect, a total of 327 sites of indoor on-site check and consultation and carbon dioxide patrol check operation were finished, meanwhile, 4 disqualified sites for carbon dioxide patrol check were implemented with double check and tracking improvement; in addition, qualified inspection organization SGS was outsourced to adopt inspection method announced by the environmental protection administration to implement inspection for 48 sites, and a total of 208 point-times were sampled for indoor air quality survey job; moreover, four major sites such as colleges and universities, exercise and fitness center, transport station of mass transit system and shopping mall were conducted with 4 site-times expert and scholar on-site checking and consultation improvement operation to facilitate assistance provided to the site for indoor air quality improvement; in addition, through the holding of 2 site-times of indoor air quality meetings, related present regulation and indoor air quality maintaining and management method were aimed at for explanation and lecturing so as to enhance effectively the air quality of indoor sites of Taoyuan City."

eng_Subject "The issue of low-carbon and sustainable home has created a trend around the world. Everyone can feel that this specific environmental issue on energy-saving and carbon-reduction is no longer a slogan, but changes and attitudes in daily life. In this project, with the low-carbon thinking and creativity, the low-carbon education demonstration plot in the new form is re-initiated and propaganda activities and education and viewing and learning on low-carbon are organized to obtain the greatest propaganda effectiveness and actively promote the importance of energy-saving and carbon-reduction. Cooperated with Environmental Protection Administration and its policies and plans, this project enables environmental education to permeate into daily life and brand its influence into people’s mind. Meanwhile, it leads the public in the country to be aware of the importance of energy-saving and carbon-reduction education and propaganda, further enhance the public’s understanding of issues on energy-saving and carbon-reduction and help them acquire the knowledge of the relevant low-carbon in basic necessities, education and entertainment. The most important part is the public’s awakening. In addition to the innovation in energy-saving techniques and the system reform to promote energy-saving and carbon-reduction, through efforts of various units to plan specific actions at all levels, this project systematically guides the public to implement the environmental protection in their daily life and promotes common responses through the relevant propaganda activities. There are four promotion and education activities about the low-carbon and waste-reduction, which are organized in Jieshou Activity Centre, Ren’ai Activity Centre, Dongju Primary School and Tangqi Primary School respectively. A total of about 221 community residents, teachers and students participated. Experts and scholars in the low-carbon and environmental protection field in Taiwan are invited to give lectures on promoting low-carbon and waste-reduction. For greening and beautifying the low-carbon education demonstration plot, seedling purchased and planted is completed. A total of eight kinds of plants have been planted, including rhaphiolepis umbellata, cerbera manghas, rose, bougainvillea, allemanda cathartica, lantana camara, murraya paniculata and radermachera sinica. There are total 260 plants with a total area of 485 (m2) and overall afforestation benefit (carbon sequestration) expected to be 276.75(t). The key points are targeted and promoted by the completion of energy-saving equipment subsidies and electronic elegiac couplet demonstration and promotion subsidies, which have 19 applications for energy-saving equipment subsidies with 16 passing and 3 failing. Additionally, the electronic elegiac couplet demonstration and promotion equipments are built in 4 townships and five islands. chi_title "105年度臺北市民眾參與水環境巡守推動計畫"
Chi_Subject "水環境巡守制度目的在透過流域內居民的結合,經過不斷累積的義工單點分布形成的一個網狀監控。若能激發居民利用自己閒暇的時間參與河川水質檢測,不僅讓他們可以更加了解他們所處的環境,也讓他們可以用一些較簡單的檢測方法來為他們即已生活的環境盡一份力。發展這個制度不僅能夠引發民眾對土地的認同感,還能夠讓政府與人們之間產生一種互動,同時也可以善用民眾對流域地理位置的了解,提供一些當地的訊息使環保人員能更快的掌握當地資訊。環境問題的地理空間有其地方性與跨地域性的特點,其空間範圍不一定受現有的行政轄區所界定,故若要對污染者產生嚇阻,並達到環境改善的目的,唯有透過當地人士對在地環境關懷且願意長期關注於環境變化,進而串聯關切此問題的人士,化關心做為行動力,改造方能達成。民眾對於環境保護意識觀念大幅提升,為了將原本受污染河川回復往昔清淨,透過水環境巡守隊員的巡檢,希望能夠帶領整個社區,進而影響其他人加入守護河川的行列,並經由公部門推動水環境教育宣導活動,更將環境守護的觀念帶給每一個人。期待邀集更多民眾加入河川巡守志工,更透過河川巡守志工力量的投入,更有效的預防或減少污染情事的發生,達到保護河川環境之目的。今年度臺北市水環境巡守隊目前共19隊,巡守隊成員達到502人。於計畫期間亦積極辦理隊長及幹部交流會議2場次、河川教育訓練3場次、淨溪(川)活動4場次、水環境教育宣導活動5場次、巡守隊經驗交流活動4場次及外縣市優良水境巡守隊交流觀摩活動1場次,增加各巡守隊互相交流及分享河川巡守服務經驗。"

chi_title "106年馬祖低碳推動計畫委託案"
Chi_Subject "低碳永續家園議題在全世界造成一股風潮,每個人都可感受的到這個明確的環境問題,節能減碳不再是口號,而是一種日常生活的改變與態度。本計畫透過低碳的思維及創意,重新開創新形態的低碳教育區示範、低碳宣導活動及低碳教育觀摩,以獲得最大的宣導成效,積極宣導節能減碳之重要性,並配合環保署及局內政策規劃,使其教育生活化,深植影響力,同時引導全縣民眾認知節能減碳教育宣導之重要性,更進一步提升民眾對節能減碳議題之認識與生活中食、衣、住、行、育、樂等相關低碳知識的掌握。最重要的是民眾意識的覺醒,除了節能技術的創新與制度的改革,推動節能減碳,透過各單位的力量,統籌規劃各層面的具體行動,系統性的引導全民在日常生活中落實生活環保,透過相關宣導活動帶動全民共同響應。本計劃執行成果,包含環境保護節日宣導活動 2場次,第一場世界無車日於介壽公園辦理,第二場次金秋環境日於珠螺澳口辦理,兩場次共計約404位社區民眾及鄉親熱烈參與;低碳減廢推廣教育活動4 場次,分別於介壽活動中心、仁愛活動中心、東莒國小及塘歧國小辦理,四場次共計221位社區民眾及校園師生參與,活動課程邀請臺灣本島低碳環保相關領域之專家學者主講,主要說明低碳減廢推廣議題;低碳教育示範之綠美化設置已完成苗木購置及種植之建置,總計植種厚葉石斑木、海芒果、玫瑰花、九重葛、軟枝黃蟬、馬櫻丹、七里香及旺旺樹等8種植栽種類,種植數量共計260株,施作面積共計 485平方公尺,整體綠化效益(固碳量)預估為276.75 公噸;完成節能設備補助作業及電子輓聯示範推廣獎勵補助作業之要點訂定,並以加以宣導,其中節能設備補助作業申請案件共計19件,通過16件;不通過3件,另電子輓聯示範推廣設備建置亦於四鄉五島建置完成,並提供電子輓聯設備操作說明書,以利管理單位及民眾操作順利;本年度為提高低碳推動成效,辦理產品碳足跡標籤申請推廣說明會1場次並完成產品碳足跡標籤申請輔導作業,於106年11月15日已協助馬祖酒廠藍寶頂級馬祖陳高之碳標籤申請,另辦理ESCO專案申請推廣說明會1場次及ESCO專案申請輔導作業,本年度共訪視29家業者,其中有意願之店家為45 %,無意願之店家為31 %;本年度辦理溫室氣體排放量申報教育訓練 1場次,並調查縣內業者溫室氣體排放量申報管理(含查核)作業共6處,其中僅台電珠山電廠達列管標準,其餘則皆未達列管標準;低碳觀摩學習活動於9月27日至29日由環資局長帶領縣內機關及相關業務代表共15位抵台,實地參訪宜蘭縣中山村、宜蘭線八寶村、桃園縣金華里及新竹縣千甲里等 4處低碳示範社區,另至冬山河生態綠舟、羅東林業文化園區、老街溪河川教育中心、內灣老街及竹蓮寺低碳寺廟等 5 處觀摩點,一同交流學習。"
